Early voting begins Monday, Oct. 19, with Wylie residents weighing a $90.5 million city bond package alongside larger borrowing proposals from Collin County and Collin College.

The three packages total $1.508 billion, though the measures on each voter’s ballot depend on their address. Wylie ISD residents will also choose trustees for four seats, with five candidates competing for the open Place 2 position.

Early voting continues through Friday, Oct. 30. Election Day is Tuesday, Nov. 3.

Collin County’s $817.5 million bond package has four propositions: $296.5 million for court and detention facilities, $475 million for non-tolled roads and bridges, $6 million for parks and open space, and $40 million for an elections and records-storage facility.

The county propositions authorize property taxes to repay principal and interest. Each carries the ballot language “THIS IS A TAX INCREASE.”

Collin College is separately seeking $600 million for workforce and academic facilities under its Destination 2030 plan. Projects include expansions at the Wylie Campus, workforce buildings in Celina and Farmersville, new campuses in Anna and Royse City, and an Aviation Academy in McKinney.

The college says it expects to maintain its current property tax rate of $0.08122 per $100 of assessed value if the bond passes, according to its bond information.

Wylie’s city package gives residents five separate decisions:

  • Proposition A — $25.5 million: Historic downtown improvements and reconstruction of Ballard Avenue/Sachse Road.
  • Proposition B — $22.5 million: Park improvements, potential land acquisition and renovation of a building for Parks Maintenance.
  • Proposition C — $25 million: Public Safety Complex expansion and renovations to Fire Stations 1 and 2.
  • Proposition D — $5.5 million: A Public Works Complex and conversion of the existing animal shelter for Facilities Maintenance. The city also plans to contribute $10 million from utility reserves.
  • Proposition E — $12 million: A new animal shelter.

Only Wylie residents vote on the city propositions. The city says debt issued under the package would increase the debt-service tax rate, while older bond debt is scheduled to be paid off over the next three years. City bond details

In Wylie ISD, incumbents Stacie Smith, Virdie Montgomery and Jacob Day are unopposed for Places 1, 5 and 6. Place 2 trustee Mike Williams is not seeking reelection.

The Place 2 candidates, in ballot order, are Bonnie Tinsley, Brett Fagan, Brandon Thomas, Sam Satterwhite and Scott Johnson. Trustees represent the district at large, so eligible Wylie ISD voters may vote in each race. Trustee election coverage
