Evan Hunt, a Democrat from McKinney and retired Air Force lieutenant colonel, faces Republican incumbent Keith Self for Texas’ 3rd Congressional District seat in the Nov. 3, 2026, election. Both are listed in the state’s ballot certification.

In responses to the Murphy-Wylie-Sachse Courier’s candidate questionnaire, Hunt identifies government accountability and the cost of healthcare and housing as priorities.

Background

Hunt says he served 20 years in the Air Force and Air National Guard and now leads a business development team supplying counter-drone radar systems. He reports degrees in history and political science from the University of Pennsylvania and a master’s in international relations and conflict resolution from American Military University.

Healthcare and household costs

Hunt proposes a public insurance option for basic, preventive and emergency care while preserving private coverage. He supports broader Medicare drug-price negotiations, faster access to generic medicines and changes to pharmacy benefit managers so discounts reach patients.

For housing, he supports tax credits for starter-home construction and rehabilitation, faster development and incentives for local zoning changes. He also proposes expanded family tax credits, a 6% employee Social Security tax rate and removal of the program’s earnings cap.

Hunt identifies closing tax loopholes and reducing wasteful contracting as revenue and savings priorities. His questionnaire does not supply a complete cost estimate or a detailed funding plan for the combined proposals. Effects on local premiums, home prices and household taxes would depend on the legislation adopted.

Government accountability

Hunt supports independent redistricting, a ban on partisan redistricting between censuses, congressional stock-trading restrictions and a five-year lobbying ban after members leave Congress. He also favors congressional term limits and a constitutional amendment addressing the Citizens United campaign-finance ruling.

These proposals would require action beyond one House member’s vote. Changes to constitutional qualifications would require the constitutional amendment process.

Energy, development and immigration

Hunt supports renewables, natural gas, nuclear power and emerging energy technologies. He proposes transmission and storage investments and says data-center developers should pay for the additional electricity, water and infrastructure they require.

He also supports border security, modernized legal immigration, permanent protections for DREAMers and the Dignity Act’s proposed earned pathway to legal status.

Authority of the office

A U.S. representative votes on federal legislation and spending and participates in oversight. Hunt could propose bills and seek federal investment, but could not independently change local zoning, set utility rates or enact his tax and insurance proposals.
