Murphy's City Council wraps up a fall of infrastructure spending when it meets Tuesday, Nov. 3, at 6 p.m. in Council Chambers at 206 N. Murphy Road.

The specific agenda for the meeting was not available as of publication. Residents can check the city's calendar page for posted items.

The council has approved more than $1.8 million in water system contracts since October. At its Oct. 6 meeting, members unanimously approved a $1,368,160 contract with ANA Site Construction to replace cast-iron water mains in the Timbers area, according to council minutes. That same night, they approved a $493,900 contract with Five12 Painting & Remodeling to rehabilitate the 1-million-gallon elevated storage tank on Rodeo Drive.

Director of Public Works Donald Reese presented both items.

The water system also drew attention at the Oct. 20 meeting. The Murphy Monitor reported Oct. 29 that the city recorded a 3% water loss rate in August, down from 11% a year earlier. Daniel Paredez, assistant director of public works, said about six leaks surfaced in August and crews repaired them quickly. Contractors were behind schedule on replacing 5,500 copper service lines with high-density polyethylene pipe, the Monitor reported.

Not every proposal moved forward Oct. 6. The council discussed a $127,900 engineering contract with Neel-Schaffer Inc. for redesign work on the FM 544 Pedestrian Bridge and Trail project but did not approve it. Instead, members directed staff to explore alternative uses for the funding.

Planning Manager Stephanie Scott-Sims also presented a rental registration program to the council Oct. 6. No vote was taken.

On the budget side, the council took two separate votes Sept. 15 to set the city's finances for fiscal year 2027, according to Sept. 15 minutes. Members voted 5-2 to adopt the FY27 budget. In a separate 5-2 vote, they approved a property tax rate of $0.361832 per $100 of assessed valuation.

Both votes split the same way. Mayor Scott Bradley, Council Members Elizabeth Abraham, Debbie Ison, Jené Butler and Deputy Mayor Pro Tem Kenneth Oltmann voted in favor. Mayor Pro Tem W. Scott Smith and Council Member Kevin Kelley voted against.

The tax rate puts the estimated annual bill for the median-valued Collin County homestead, valued at $592,198, at $2,143.

Council Member Ison requested a future review of the city's light ordinance at the Oct. 6 meeting. City Manager Aretha Adams said the review could return during a work session.
